5. Services for General Public:

i. Responsible for the granting of rights to explore and develop the Province’s mineral resources

ii. To grant & regulate the mineral concessions/titles under Balochistan Mineral Rules 2002.

iii. To Collect rent and royalty.

iv. To Solve boundary disputes between different Mine Owners.

v. To provide effective co-ordination and management of the Department, Promote mineral resources development in the Province by establishing coordination between the Government and the Industry.

vi. To access to land for exploration and mining.

vii. Provide technical assistance to the Mine owners for scientific exploration/exploitation of Minerals.

6. Measures under taken by the Department for interaction with general public (Helpline, Website any other)

i. The Department has undertaken a PSDP Scheme PSDP No: 3863 Project ID: Z2019.0049

ii. under the nomenclature “Institutional Strengthening Automation of Royalty Regime in Mining Sector, Installation of Weigh Machines Bridges & Establishment of Check Post”

The Project is aimed at providing one window operation to the public/applicants. Launching of website is part of the project where basic information along with public data will be available for prospective investors and public.

The software component of the Project has been completed and PC-I for hardware and allied components have been submitted, after which hardware, internet connectivity and cloud storage services will be hired through open bidding.

iii. The Department has also taken the initiative of Capacity Building of its officers under a PSDP scheme under which its technical as well as administrative staff are being trained on the latest trends in the industry.

iv. The Department has granted several potential areas of critical minerals to the Government of Balochistan owned companies for Joint Venture with international investors. This will help in employment generation, revenue generation and transfer of technology. Furthermore, all the companies who are granted Large Scale Mineral Titles are being asked to reserve free equity shares for the Government of Balochistan owned companies BMRL and BMEC.

v. The Department has further initiated a scheme ‘Geo Resource Survey of Balochistan’ which will map the mineral areas of the Province.

7. Major development projects, reforms and achievements:

i. Balochistan Mines & Minerals Act 2025: The Federal Government Ministry of Energy Petroleum Division initiated an exercise to harmonize the legal and regulatory regime of all the Provinces. The Provincial MMDD participated in a series of meetings during the last one year, during which draft act was made with the help of international consultants. The Provincial Assembly, in its session held on March 13, 2025 passed the Balochistan Mines & Minerals bill 2025. Following the approval of the Hon’ble Governor Balochistan, the Balochistan Mines & Minerals Act 2025 has been published as an Act of the Balochistan Provincial Assembly. This Provincial law strikes a balance between facilitating ease of doing business and prioritizing sustainable mining practices.

ii. Feasibility Study Update of Reko Diq Project: The Reko Diq Mining Company (RDMC) carried out extensive work in their granted area and have recently completed their feasibility study update. As per the latest report, following are the key statistics of the project:

a. Mine Life: 38+ years

b. Copper Production per annum: Phase-I: 260 kt, Phase-II: 400 kt

c. Gold Production per annum: Phase-I: 300 koz, Phase-II: 500 koz

d. Employment generation: 8000+

e. CSR: 1% of capital during construction, 0.4% of revenue thereafter.

iii. Notices to idle Mining Leases: The Department prepared a list of 144 idle Mining Leases comprising Coal, Marble, Iron, Copper, Chromite and other minerals. Notice to all the 144 Leases holders was published in the leading newspapers, after-which several leases holders have submitted responses which are currently under review.

iv. Capacity Building of the Officers of Mines & Minerals Development Department: The Department has a PSDP project “Capacity Building of the Officers of Mines & Minerals Development Department” PSDP No. 4212 aimed at training officers of the Department on the latest trendes.

In the last one year following trainings have been held:

• 10 Officers trained on Occupational Safety & Health Administration (OSHA) International Certification

• 10 officers trained on GIS & Remote Sensing

• 17 officers trained on Administrative & Financial Skills

• 10 Officers trained on Hands on Geophysical Instruments Training with the help of Geophysics Department UoB.

The following trainings are scheduled in the coming months under the project:

• Geological Field Work (With the support of Centre of Excellence in Minerology UoB)

• Mineral Processing Training at Pakistan Institute of Engineering & Applied Sciences (PIEAS) Islamabad.

• Hands on Geophysical Instruments Training for Geologists and Engineers of MMD

• Second Batches of Occupational Safety & Health Administration (OSHA), Geological Field Work, GIS & Remote Sensing.

8. Statement:

The Province of Balochistan has for long been known for potential reserves of Mineral Resources. However, this potential has not been fully utilized for the economic uplift of the Province. The Mineral sector is contributing less than 3 % to the GDP, whereas, it has the potential to contribute 10% of the GDP. This is partly due to the negligence of the Government in the past and partly due to non-compliance of the Private Sector to the International best practices. The Department has initiated process to automate the Licensing and Royalty Regime, and provide transparent and one window operation to the investors. Recently, various qualified Engineers and other technical staff have joined the Department improving the human resource capacity. The Department is building its capacity and striving hard to make itself at par with modern day standards and to facilitate the mineral sector and investors.

Following the initiation of the Reko Diq project, various exploration licenses have been granted to national and international companies which will result in creating economic activity in the Province and will also create thousands of employment opportunities for the locals.

The Province has also recently introduced the Balochistan Mines & Minerals Act 2025 Balochistan Province has introduced the Balochistan Mines and Minerals Act 2025, aimed at promoting investment in the minerals sector. The law facilitates ease of doing business while emphasizing sustainable mining practices. The Provincial Directorate General of Mines and Minerals is streamlining title application and revenue management process for ease-of doing business.

The progress of the sector is not possible without the support of private sector and academia. The public is expected to support investment by allowing smooth functioning of different mining projects, the private sector is expected to adopt international best practices with regards to proper and safe mining, and the academia is expected to undertake research in consultation with the industry with regards to exploration of critical minerals and implementation of latest mining techniques in the Province.
